LAREDO, TEXAS (KGNS) - City council is set to make more changes Monday afternoon to the plastic bag ordinance.

During the council meeting, they are encouraging residents to come out as they hold their first public hearing. One of the changes involves a dollar fee per transaction to use plastic bags. If you bring reusable bags, there would be no charge.

Tonight on KGNS News at Ten, reporter Christian von Preysing talks to environmentalists who say the ordinance needs to be tougher.
