LAREDO, TX (KGNS) - Just south of the La Azteca neighborhood in central Laredo, the remains of an old dumping site may be gradually creeping toward the Rio Grande.

The tar-like substance is embedded in the ground near a rail yard belonging to Kansas City Southern. A staff member with Laredo's Environmental Services said a previous study showed the tar was not toxic, but he says the railroad is making an effort to clean it up.
