RIO DE JANEIRO, BRAZIL (NBC) - The Vice President of the International Olympic Committee criticized Brazil's preparations for the 2016 Rio de Janeiro Olympics.
John Coates told delegates at an Olympic forum in Sydney, Australia, construction had not started on some venues.
He also said infrastructure was significantly delayed and water quality was a major concern.
Delays, rising costs, and poor communication between different levels of the Brazilian government and organizers have prompted criticism from international sports federations.
Earlier this month, the IOC announced measures to kick-start preparations.
Brazil will also host the 2014 world cup in June.
