LAREDO, Texas (KGNS) - Groundbreaking for the Russell Terrace Apartments is set to start soon, but before that happens, there are a few things that need to be approved.
Russell Terrace has been going through reconstruction closing for the past 18 months.
After several talks with government officials on what to do with the apartments, the Housing Authority received preliminary approval to convert the housing project to RAD, also known as a rental assistance demonstration.
The Housing Authority chairman says this must be done before they can break ground.
Under RAD, residents will continue to pay 30 percent of their income towards their rent and they maintain the same basic rights as they possess in the public housing program.
